Arifi: New government to have international pressure to submit association draft to Constitutional

Former Kosovo chief negotiator in the dialogue with Serbia, Avni Arifi, says that following the establishment of institutions, the return to the negotiating table will be required, while compromises are the provisions of the Ohrid Agreement. “We're talking about completing the election process, establishing new institutions, restoring the process of dialogue, while compromising is meant [...]
“We are talking about the conclusion of the electoral process, the establishment of new institutions, the return to the process of dialogue, while with compromises those provisions of the Brussels and Ohrid Agreement -- as before -- they are compromises, but also in new agreements they may have in the future, where the parties must compromise”, he said.
And, one of the compromises, according to him, will be implementation of the Serb majority municipalities' association.
“Association is one of those compromises that they see, they see implementation as compromise. It's not something the Kosovar side has wanted, as if recognition of Kosovo's citizenship from Serbia, elements that Serbia has loved, but these from the EU perspectives I'm talking about, these are what they see as compromises that the parties should take and are ahead of, even with the agreement of Brussels and Ohrid”, Arifi stressed for Blic newspaper, broadcast Periscope.
According to Avni Arifi, dialogue does not bring votes.
Because citizens are not interested in listening. It's interesting. If you remember past government Kurti, he mentioned dialogue as the point of 7 priorities, but it turned out that his entire government was identified with the question of dialogue. Dialogue is the main aspect of future governance, the most important aspect of all, but it is not popular in the sense of what doesn't generate votes with it, and that includes compromises that know how to make political parties”, has added further.
And, according to Arifi, dialogue will depend on the government to be formed.
“If we were to have a government what we had, then in the previous mandate from a party that was constructive turned into a party that is together with Serbia is hindering dialogue. So. until Kurti's government came to power, Serbia was the only side that has been accused of blocking dialogue, but now they are both, and the reality is that neither side has done anything to implement the Brussels and Ohrid Agreement, and this is reality”, it has indicated.
He stresses that since the first weeks, the new government will face international pressure to send the draft Association to Constitution.
“With the Ohrid Agreement, clause 5, the government Kurti has pledged that one of the first actions to take will be the draft Association -- namely, this draft that the EU has made -- to submit to the Constitutional Court and begin. This is a pledge government Kurt made. Now, of course, international pressure is on the promises the Kosovo side has made. We will see immediately, once the new institutions are created, I believe that in the first week or second, we will have pressure from the European Union, perhaps even the United States, even though it is unclear how they will break up this time in the process of dialogue, but we will see great pressure on Kosovo authorities to process at the Constitutional Court”, Arifi has declared. /Periscope/
