To better respond to recent developments, as a result of the Serbian forces offensive activity and the possibility of more intensively carrying out combat duties for Kosovo's liberation, in the implementation of Order No. 151, 3103.1999, “for the overall mobilization of the Serbian offensive to free Kosovo”.

General mobilization in Kosovo and abroad for all of Kosovo's people for completing the ranks of the Kosovo Liberation Army, starting on 01.04.1999 and continuing in the process.
