Kosovo and Serbia, with the European Union's mediation, in February 2023, have reached the basic agreement in Brussels, while a month later, 18 March have agreed to the annex of its implementation in Ohrid, North Macedonia.
When two years are under way from the Ohrid annex, Serbia recently violated this deal on the occasion of removing the agenda from being special guests at the KE Parliamentary Assembly's Political and Democracy Affairs Committee. This was also condemned by the European Union.
Former Kosovo Ambassador to Germany Skender Jakaliu has said the Brussels Agreement has not found implementation so far, but it is binding on the parties.
He has added that, based on new names in Brussels, concrete initiatives from mediators in the dialogue await.
The European Union this year has appointed Peter Sorensen as the new special representative for the Kosovo-Serbia dialogue, which follows Miroslav Lajcak.
Sorenseni will work under the umbrella of the European Union for Foreign Policy and Security High Representative Kaya Kallas.

Despite the current failure to comply with the Brussels Agreement, according to politicalologist Artan Mujaziri, demands on parties from the European Union will be the same.
He has said the European Union after forming the new government in Kosovo will insist on implementing the agreement.
According to him, any advance of Kosovo into the international arena will be conditional on respecting agreements and success in dialogue.
“The requirements for dialogue and requirements for implementation of agreements remain the same. Absolutely no movement from these demands and any advance of Kosovo into the international arena will be conditioned by respect for agreements and success in dialogue. That is clear and clear to Kosovo politicians over and over again... The biggest mistake will be for the new government, whoever it is, to have no priority for dialogue, as without dialogue, the actual isolation of Kosovo will be continued, and there will be no hope of normal progress in this regard”, Muhrami has indicated.
Kosovo this week could not be a special guest at the Committee for Political and Democracy Affairs of the KE Parliamentary Assembly, after its application was removed from the agenda.
Kosovo failed to join the Council of Europe last year, after failing to meet the Allies' request for sending the Serb majority municipalities' draft association state to the Constitutional Court.
Kosovo has repeatedly accused Serbia of violating the Ohrid Accord and annexing, preventing Kosovo from membership in international organisations.
Even, according to Kosovo institutions, Serbia has practically withdrawn from this deal in December 2023, when it sent official paper to Brussels that it has red lines when it comes to implementing the Agreement on the road to normalisation of reports with Kosovo.
