164 citizens' complaints about failure to implement the Law to access public documents

But, Agency for Information and Private Commissioner Crenare Sogojevo-Dirmaku, in the interview for Online Economy, notes that in recent years, fines have also been imposed on public institutions.
As for monitoring the Law for access to public documents right now, the total number is 164 complaints, while this year three fines have been pronounced: Procurement agencies, the Ministry of Space Planning and the Prosecutorial Council.
Public subx0 institutions already take requests for access to public documents very seriously. What we've constantly called for is proactive publication of information so there's not even a request for access and so much less complaints about denial of access. It's not that we have a huge difference in transparency in general, but based on what we see, according to the number of complaints we can say that the number of complaints has increased daily and for months. And that may also indicate the awareness of citizens making requests to institutions for public information, but on the other hand, perhaps even in cases when institutions themselves do not respond to citizens' demands to have that information. However, the result of all of this is that institutions, some of them for technical reasons, such as the municipal level that web sites are not very well-functioned, cannot publish real-time information”, said Commissioner Sogojevo-Drmak, broadcast Periscope.
She estimates that there is an increase in awareness, whether in society or in institutions, stressing that the more institutions provide information on our website and in all communication networks for public information, the more transparency and the less demand for access to public documents, therefore less complaints to the agency for denial of access.
We actually have regular meetings and we've constantly requested practical publication. And what we did last year is the transparency program, which we've shared with all the actors, including civil society, to promote institutions that document-making documents make public on their pages. We don't have easy growth. Let's be realistic: we don't have any mechanism that could be a finer mechanism for non-publishment, when institutions are going through very slow steps, but the key and solution of all of this is pro-active publication”, said the Agency for Information and Privates Commissioner, Krenare Sogojevo-Drmaku.
