Kellogg's visit to Kiev is taking place at the time of increasing tensions between Ukraine and the United States, as US President Donald Trump has sharply criticised his Ukrainian counterpart, Voldymyr Zelensky.
Also, the US and Russia have held talks on improving reports, but also on ending the war in Ukraine. But the meeting in Riyadh on February 18 was not present in Ukraine.

In the last two days, Trump has suggested he blames Ukraine for starting the war with Russia in 2022 and has named it Zelensky “dictator without an election”. He has also said public support for Zelensky is low.
Zelensky has responded to Trump's accusations, saying he is stuck “in the area of dezination” coming from Russia, but one day later he has declared that he hopes in American pragmatism.
