How was the secretary of the Health Ministry involved in conflict of interest?
In 2024, Health Ministry Secretary Naim Bardiqi had been converted to “contracted person” for the foreign company Klmeo Consulting L.L.C.
A research by the Economic Bulletin cleared up several suspicious tenders of the Health Ministry. Klimo Consulting, whose owner is at odds with Health Ministry Secretary Naim Bardiqi.
Secretary Naim Bardiqi figures as “contact person” for the Kimego Cunsulting business, branch in Kosovo, while the other official of this ministry, Nejip Sheholli, according to research, head “accounting services” for this company.
The assistance for technical assistance provided by this company in the case of drafting the Health Sector Strategy (2017-2021), Kosovo's state budget has cost 18 thousand and 216 euros, until for the second project, this company is paid a total of 52 thousand and 250 euros.
In the second case, it's about another tender -- Magnetic Rezonation supplies for the needs of Prizren Hospital.
According to research findings, there is suspicion about the tender in question that the same was designed to be given to the winning company.
Two members of the Accounting Commission for the tender took place in conflict with the leaders of the winning company. And from evidence provided by the Economic Boletini, the tender specifications for the winning company have also been devised.
The contract's total value is 290 thousand 439 euros.
Equipment (magnical resonance) by the winning company has been purchased in China at a cheap price of poor quality, and sold in Kosovo for the Health Ministry twice as expensive as the market price.
A magnetic resonance of MRI 1.5, with the same performance as the device inaugurated at Prizren Hospital, in China can be purchased at a price of 350 thousand to 400 thousand euros. But, the Ministry of Health in Kosovo -- such equipment by a Chinese producer -- cost them less than 785 thousand euros, or twice the price of the market.
Who is Naim Bardiqi?
Naim Bardiqi exercised the office of secretary of the Health Ministry even in 2020 when the minister was Armend Zemaj. At the time Bardiqi was dismissed from his position, but returned shortly after Arben Vitita took over the position of the minister of health.
