CorrWatch: Solving Waste and Fating Problem for Pristina Consumers

Waste management in Pristina remains a serious and unresolved problem. The head of the Pristina municipality has declared a state of emergency in terms of waste management, but the state of environment and public health in the Pristina municipality continues to remain vulnerable. No. 01-030/01-227581/23 has created numerous uncertainties since it determined that only one company -- namely, the Regional Company for Cleanup Waste -- would have the exclusive right to billing and payment records for the sector from January 1st 2025 -- responsible that by the end of last year was conducted by Pristina's own municipality.
Citizens have expressed concern over the possibility of double billing for the same service, as well as how to proceed with payments for the following period. On February 5th 2025, the Pristina municipality announced the suspension of the new regulation, stressing that it will continue to carry out the billing and records of payments for waste management. But, the KM Cleaning has rejected this Pristina municipality decision, considering it not legally equipped and contrary to the new highest regulation. As a result, it remains unclear which institution will be responsible for billing and running payments. This situation clearly violates the most fundamental right behind the right to protect life guaranteed by Law No. 06/L-034 for Consumer Protection: Information and Protection of Economic Rights.
Through this reaction, Corrwatch calls on the Pristina municipality and the KM Cleaning to urgently clarify this situation and avoid any confusion for citizens. Furthermore, CorrWatch requires that a sustainable solution for better waste collection management be provided and immediate measures be taken to ensure transparency and to inform citizens clearly of their financial obligations for the waste collection service.
