In the constitutionally submitted request for the “Bulcu” issue, the Council of Ministers says the Special Court's decision to suspend the post of deputy prime minister and Minister of Infrastructure and Energy directly intervenes in the competency of the three bodies of the state, the prime minister; President and Parliament.

The court, given media interest in the question of the demanding prime minister of the Republic of Albania, suggests the following: On the date of 21.11.2025, the prime minister of the Republic of Albania's demanding request has been submitted to the Constitutional Court with the object: “The resolution of the competence dispute created between the prime minister and the Council of Ministers on the one hand, and the First Scale Special Court for Corruption and Organised Crime, in turn, over the suspension of the task of the Council of Ministers' task. By the same number of the date, 1500 p.m., for the preliminary review of this case, the College of Justice has been appointed: Holta Zacaj, chairwoman and member Sonia Baytta and Sandra Beci (relator).
In parallel with these actions, the Legal Service Unit was tasked with preparing preliminary acts for the review of the case and has distributed them for recognition to members of the college, who had planned to discuss the issue on 27,2025.
On 25,11,2025, 10 o'clock, the president of the Republic has organised the oath ceremony of Judge Asim Vokshi, who has replaced Judge Holta Zacaj, who has completed its mandate. Under these conditions, on the date 25,11,2025, the college assigned to review the case remained incomplete in its composition. The next day, at 26,11,2025, the Judges ' meeting has decided to complete the college with Judge Marsida Xhaferlari. College gathered today as planned.
At the request of Judge Marsida Xhaferlari, who had received notice of acts in the afternoon of 2611.2025 and in accordance with Article 24 of the Order for Judicial Procedures, which predicts that judges should have access to requests and acts of application at least two days before the college meeting, was assigned to have the college review on the first day of work, after the official November holidays, specifically on the 0212.2025.
The College's decision will be announced regularly on the official page of the Constitutional Court.
