He estimated that relations between Kosovo and Serbia are one of the most sensitive issues since Serbia and the US disagree on the issue.
O'Brien stressed that there is now an opportunity to propose a vision of how Serbs in Kosovo can live.
Our “position is that there is an opportunity to propose a vision of how Serbs can live within Kosovo as a community, but also as full citizens of Kosovo. Strategic dialogue is an opportunity to make sure that there are many views of all sides. The decisions will be in the hands of the people of Serbia, and they will have to decide whether they are willing to take the steps Europe expects -- that is, the recognition of borders. I think this dialogue will be one of the means by which we can avoid misunderstandings”, O'Brien said.
He noted that often the impression that government work was not effective but that it was necessary to continue talks to see what the real problems were.
With the change of administration, he adds, the United States will pay attention to Kosovo's needs to succeed in its aspirations, but also the fact that Serbs in those areas live well and quality lives, as is the case with communities across Europe living in countries where they are not born.
