The Ethics Council decides on Puka's case: He's got doctors in Italy, doctor's work at the UPI is original.

The Ethics Council at the University of Pristina “has come up with decisions concerning the case of the UN Faculty of Jurydic, Avni Puka, following claims filed by his colleague, Professor Enver Hasani, who has said Puka has cheated that he committed a doctorate in Italy and has charged him with plagiatures. This Council has confirmed the truthfulness of completing doctorate studies at the University of Rome on the part of Puka.

The decision says that “Ethics Council based on the declaration of the University of Rome “La Sapienza” of Italy and the presented degree confirm the authenticity of completing doctoral studies at the University of Rome on the part of Prof. Asoc. Dr. Avni Puka”

It also quoted the response of the University of Rome.

The Ethics Council has carefully examined the facts presented and the evidence presented by the interested side. Even relevant national and international institutions, such as the University of Pristina and its organs, independent institutional agencies, and the University of Rome in Italy itself, have been involved in this process of fact management and evidence.

The Ethics Council has assessed these facts and the evidence presented each separately and all together and has concluded that the set issue could be meritably decided. The facts and evidence presented by relevant public institutions are indisputable and enjoy presuming absolute authenticity”, the decision says.

The Ethics Council has also concluded that Puka has not done plagia on doctoral work in the UPP.

The Ethics Council, based on the professional expertise report, finds the authenticity of the Prof.Asco doctor's work. Dr. Avni Puka, titled “criminal responsibility of legal persons”, protected by the 08.09.2016, near the Law Faculty, University of Pristina”, is said to be further in the decision.

Along with the decision, Puka has also sent a response to the media address.

I feel compelled to go public and share this information with you because I was recently the object of a low public attack and slander that tried to tarnish my moral and professional integrity. And, also in my statements before you, I have vowed to follow institutional and legal ways. All those slanders have been part of an imaginary, conceived, structured campaign against my personality, at certain times, and for specific purposes”.

I can say with full pride that no attacks, slander or other form of blackmail has prevented me from having for the past three years on duty to the Dean of the Law faculty, to stop the abusive influence of individuals and groups, and on the other hand, to realize deep reforms that the Jurydic Faculty transforms into extraordinary patterns of development”, it is said in response.

By contrast, in June of last year, International Law and Relations Professor Enver Hasani had denounced Avni Puka for cheating when he announced he performed doctors in Italy at the University of “La Sapienza”

In a letter Hasan had sent to the Upheal Rector “Hasan Pristina”, authorities from the University of “have said that the authorities at the University of “La Sapienza” has confirmed that Avni Puka has not performed a doctorate at this institution.

It's what Mr. Avni Puka tells us in that letter, however, it's not true at all: Avniu has never trained at the Faculty of Jurydical University “La Sapienza” in Rome, Italy. University authorities “La Sapienza” has confirmed to the author of these lines, written and oral, that Mr. Avni Puka has never received the doctor's title, or the title “PhD”, as stated in his letter”, said in Hasan's letter.

Meanwhile, for the doctorate Puka has defended at the University of Pristina, Hasani had said it is the plagiarature of another book and some writings of a author of origin from Durres/Tirana.

The “is completely unethical, ugly and illegal above all, taking (profit) and keeping the scientific title and relevant academic titles on the basis of a simple lie, or a doctorate that with very high probability is based on brutal plagiarism. Following Hasan's statements at the Gazeta Express address, Puka had sent a degree that he said was Doctorate's at the University of Rome, which he said publicly protected on September 21, 2017.

Puka had said the accusation of Hasan “constitutes serious slander, spreading rumors and lies to the public, only in order to harm my image, personal and professional reputation and authority, and the image of the institution, respectively, the UN faculty and the UP.”

He had warned that he would follow legal ways in this case.

“I assure all colleagues, students and opinions broadly that all these claims, slander, spread false news, are part of the treatment in procedures and institutional mechanisms, and by the end any legal means will be used. With the dawning of the truth, the reasons and motives for such low attacks will also be clarified!

Because of the nature of these issues, and the necessity for these to be handled and confirmed by competent institutional mechanisms, it will eventually be announced about their decisions, even on my part. Until then, I can only assure you, no form of public blackmail will hold us back from reform and combating negative phenomena at the Jurydic Faculty”, his reaction was said.
