EU urges submission of draft status to Constitution, measures remain in force

It is the consensus belonging to enlargement, which the EU approves annually in December. The same cocktails of ministers, then, supported the highest political level, that of EU leaders at the next summit.
IN the draft conflict, the EU Council reportedly welcomes that Kosovo and Serbia recently reaffirmed their commitment to the process of normalising their relations and pledged constructive commitment in this process to move it forward faster. Repeated is the necessity of implementing all dialogue agreements, including the Agreement on the road to normalisation.
The EU Council re-exemplifies that the status of Serbia-backed structures and services is meant to be resolved within dialogue.
Deep concern for the situation in the north is expressed. It is required by Kosovo, as well as Serbia to pursue sustainable de-progression efforts, refrain from unilateral and provocative actions that could lead to tensions and violence and avoid divisive rhetoric.
The council condemns the recent attack on the Iber-Lepenc channel, north of Kosovo, and solidifies with the people affected.
The Council expects the authors to be captured and brought to justice. In this direction, the Council calls on all interested parties to co-operate fully with the relevant authorities”, said in a comprehensive draft.
Also condemned will be the violent acts of Kosovo Serb protesters against citizens, KFOR troops, rule forces and the media on May 29, 2023, as well as the September 24th attack on Banjska.
The EU Council, however, confirms that measures imposed on Kosovo continue to remain in force.
“The measures applied to Kosovo due to the lack of decisive actions to de-trade tensions in northern Kosovo remain in force. The Council recalls that the EU is willing to lift its measures, if EU requirements in this direction are met”, the draft resolutions said.
The EU Council reiterates its importance and support for the work of Kosovo's Specialised Chambers and the Specialised Prosecutor's Office and underlines readiness to assist these institutions in implementing their mandate.
In the EU conclusions, which will be approved on 17 December, Kosovo's continued commitment on its European path and respective reforms is welcomed.
Progress in the fight against organised crime is positively noted, especially through increased co-operation with Europol. Limited progress in the fight against corruption and the protection of fundamental rights is cited. It is required by Kosovo to continue its efforts to ensure accountability, independence, efficiency and integrity of the judicial system, protect freedom of expression and ensure that legislation in these areas is fully compatible with the EU legislature as well as European standards.
The council will welcome implementation of the Constitutional Court's decision on the Decani Monastery.
Also welcomed will be the steps taken by Kosovo towards fulfilling its commitments in CEFTA, including the removal of its decision to ban import of Serbian-born goods, which, reportedly in the draft “, must be implemented quickly and fully”.
Kosovo will also be strongly praised in condemning Russia's war and aggression against Ukraine, its continued voluntary approach to European foreign policy, and the implementation of EU restrictive measures, which is, a strong expression of the strategic choice of Kosovo and its country in a set of values. / RTK
