For six years, the Independent Council for the Kosovo Civil Service (KPMSHC) had only seven members, but by October 2nd of this year the KKPSHC will have fifteen members in the compound.
All of this has happened after the Kosovo Assembly, on October 2, 2024, has made a decision to increase the number of members of this board.
The request was made by the Government of Kosovo, specifically by Prime Minister Albin Kurti, while votes in the Assembly have secured his party, the “Movement Vevendosje” respectively.

The rise in the number of KPSHC members for the position is seen as necessary and has occurred because of the many materials this Council has had, as for the opposition, increasing the number of members of this Council from seven to 15 has occurred due to the ongoing tendency, as they say of apprehending this Council as an independent institution, reports Portal Front Online.
Otherwise, the Council's legal responsibility is to review and make decisions on complaints by civil servants and candidates for admission into civil service, as well as to monitor public administration institutions that have civil servants, regarding the implementation of rules and principles of civil service legislation.
VVC MP: Increase in number of members in KPMSC due to number of subjects
The chairman of the Parliamentary Commission for Public Administration from the ranks of the Movement, Valon Ramadani, says the main reason for increased members of the KPMSHC is due to numerous materials.
Ramadani said this Council needs professional collaborators.
“needs to have more members due to subjects, there are large numbers of subjects even if the number of staff is increased that everything is connected to the Council and they need professional collaborators”, Ramadani said.
MP PDK: The government is trying to “zapize” KKPSHC, like other independent institutions
Public Administration Commission member Isak Shabani has criticised the Government for increasing the number of members in the KPMSHC.
MP The PDK, Isak Shaban, says that this Council has never voiced complaints about the small number of members in the Commission.
According to him, the KMPC needs professional experts to examine the subjects.
“There has been reason, because every time the Council reported, there has never been a need to increase the number of members, except for the support of professional experts to examine my subject”, he said.
The increase in the number of members from the Government is to capture this institution, Isaac estimates.
“Sic is happening with any independent institution, and this wants to capture these institutions. The government is interested that each institution does not leave me independent”, Shabani said.
Unionist Sefay: The number of professional collaborators has had to be added, but the goal is to hire VV militants.
Ali Sefaj, representative of the Civil Service Union Association, estimates that the Kurtiʹ government wants to take over KPMSC, as he says, and employ their militants.
Sefaj stressed that increasing the number of members is not necessary, but most necessary is the number of professional collaborators.
“The number of professional collaborators, officials preparing them. When their numbers are not added, it does not matter how much the number of members increases. The government would like to take control of this Council and comfort the people of its own”, says Sefay for “Front Online”.
