FOL criticises Government for projecting 2025: You're proposing wrong law enforcement practices.

The FOL Movement has said that the Government through the provision of Article 33 of the Bill on the Budget Divisions of the Republic of Kosovo's 2025 budget is establishing a harmful law practice and lawmakers, by interfering with the Law on Salaries in the Public Sector. “The government of the Republic of Kosovo through the provision of Article 33 of the Bill [...]
“The government of the Republic of Kosovo through the provision of Article 33 of the Bill on the budgetary divisions of the Republic of Kosovo budget for 2025, which has been proposed to the Assembly of the Republic of Kosovo, is establishing a harmful judicial and legislative practice by interfering with the Law for the Criminals in the Public Sector. ”
FOL says Article 9 has determined that the monetary value of the workers' salary cofficiency in the public sector is determined with annual budget law and that it does not authorise Government to change the structure of the cofficients.
Of course, Article 9 of the Public Sector Law has established that the monetary value of the working sector's pay contractors to be determined with the annual budget law, while in no case has authorized the Government of the Republic of Kosovo to change the structure of the coffients by annual budget law, except established in the Law on the Salat in the Public Sector. ”
This practice has raised concerns about the way it is followed, according to FOL.
This proposed practice has raised concerns about the way it follows, as it does not fully respect the provision of the Law for the Salaries in the Public Sector, which is a special law (ex specialis) that defines in detail the structure and salary levels in the public sector. Its change through another special law, such as the annual Law on Budget Breaks for the Republic of Kosovo, sets the wrong precedent in legal practice and lawmakers, bypassing the usual procedures for legal changes in the Assembly. ”
“Changes in the Law for Salaries through the Budget Law may raise questions about the consistency and sustainability of the legal system. Moreover, this practice can pave the way for other changes in specific laws through future laws that may be used improperly. ”
The FOL adds that changes in laws must be carried out through envisioned legislative procedures.

The FOL has asked MPs to defend the integrity of Kosovo's legal system.
Subsequently, we ask the deputies of the Kosovo Assembly to act responsibly and defend the integrity of Kosovo's legal system, ensuring that any legal change is approved only in accordance with constitutional and legal procedures and principles, to avoid dangerous precedents that could harm citizens' interests. ”
