“This draft law presents an open tendency for centralisation of current competencies, which already represent among the biggest successes and reforms in the post-war health system, enabling self-administration of health professions through related options according to European Union practices and not only. Such a centralising trend is in stark opposition to all European standards, and as such is expressed only in countries like Belarus, Hungary, Turkey and Slovakia”, the Oda response reported.

Odas of Professionals Health expresses public distance from current draft Law for Health
The Odas of Health Professionals during the meeting held today, with the date 02/10/2024, have in principle analysed the health law draft submitted yesterday by the Ministry of Health.
The OPSH unanimously found that since the meeting of the task force for the completion/reformation of the 04/L-125 Health Law in Prizren, June 2022, we as members of this working group have never been invited or consulted at all on this draft bill, thus avoiding the legal obligation from the MSH, including the OPSH in the process.
This draft law presents an open tendency for centralisation of current competencies, which already represent among the biggest successes and reforms in the post-war health system, enabling self-administrastration of health professions through related options according to European Union practices and not only.
Such a centralisation trend is at odds with all European standards, and as such is expressed only in countries like Belarus, Hungary, Turkey and Slovakia.
The draft law itself is also opposed to the acute government programme, in which the rise in the level of co-operation between Government and Oda and Health Professionals is envisioned.
The contents of this draft law are contrary to constitutional principles, the law for the offices of health professions, the law for public officials, the labour law, the law for products and medical equipment, the law for public procurement.
OPSH has formed a working group to analyse content and come up with concrete recommendations and comments on the contents of this draft law.
