Who are state workers paid without working?

Hundreds of thousands of euros are spent on the salaries of dozens of Kosovo Serb citizens, who have labour contracts with the country's institutions. But according to some official reports, they do not work for the salaries they receive. Moreover, they are also suspected to be paid from Serbia's budget.
