The dilemma over the proposal, now MAST's decision on textbooks, had former Deputy Education Minister Dukagjin Pupovci.
Pupovci said there are problems such as establishing the level of payment, as prices may vary depending on the library.
He also pointed out that there are parents whose accounts are blocked because of their debts, so that they are unable to obtain resources from the government.
“The implementation of such an option is not simple at all. In practical terms, it is very difficult to process about 100,000 applications for retirement from parents and to execute payments, with which data should be verified for children: which school and class follow the lesson, and which textbooks the school has chosen. Determining the level of payment itself is problematic, as prices may vary depending on the library. Other problems may arise with people who do not spend their tools on text, but for something else, or those whose accounts are blocked because of debts”, he stressed about Indexline.
Pupovci said that from his experience in the ministry, publishing houses are sometimes not secular at prices, as for the moment, there are no legal mechanisms for cutting prices.
Some of them have been very unflexible in the case of price negotiations, while others have dropped prices by as well as 20-30% which means they have already known that the initial offer was unrealistic. Then, it is strange that in many cases, the price of text offered to the Ministry is higher than the price at which libraries sell the text and where the margin of profit is calculated. Normally, it should be the opposite”, he said.
We note that on Thursday evening, Education Minister Arberie Nagavci announced that parents should buy books for their children while calling that from tomorrow they can apply for subvention of textbooks. According to her, the tools will be on the record as early as next week.
“will be allocated 80 euros for students from class 1 to grade 5 for the purchase of textbooks and textbooks. Also, for the first time for students from class 6 to 9th grade who already have textbooks secured, 30 euros will be allocated as support for other school materials”, Minister Nagavci announced.
