A decision bearing the signing of the prime minister, Albin Kurti, is also mentioned in the Prosecution of state reserves. The prosecution in the file shows how Irfan Lipovica had illegally applied for avoiding procurement procedures for state reserve, which he approved and signed the government's number one, Albin Kurti, writes the Express newspaper.

Irfan Lipovica is suspected that in the quality of the deputy secretary at MINT, he has exceeded legal authorisations, demanding from the Government bypassing legal procedures for the purchase of state reserves.
The prosecution suspects that Lipovica made this request to limit competition and conceal violation of the law.
According to the prosecution, the government's decision of February 2022 was taken on the basis of Libovica's illegal request for bypassing legal procedures for the purchase of reserves.
Lipovica is charged with illegally forming a Commission on Negotiating the State Reserve Supply Agreements for 2022, with which she ignored the open public procurement procedure.
Although the commission had been formed illegally, the prosecution charged Lipovica with bypassing the two Commission members and including Ridvan Muharremi in the role of mediator between the Ministry and Economic Operators from Turkey for the purchase of wheat.
According to the prosecution, despite the fact that the payments were made 100 per cent with economic operators from Turkey and Poland, wheat, reports “The Justice Trust”.
The order of 200 thousand liters of oil and 120 thousand pounds of sugar has not come at all despite the advance payments.
While all the contracted wheat had been paid 4m 834 thousand and 778 euros until 52.5 tonnes of wheat arrived in Kosovo.
Despite the fact that the advance-shaped payment has been realised overall in Kosovo, as a destination site, only 9,947.5 tonnes of wheat, or 52.5 tonnes less than the amount contracted. Lipovica is tasked with misusing the official position by Article 14 of the Penal Code.
