Education directors from the PDK ranks to the municipal level have held the media conference, where they have expressed disappointment over the Minister of Education's recent proposal, Arberie Nagavci, about supplies with school textbooks for students.
Besiana Musmurat, director of education in the Pristina municipality, has said that every day and more we are seeing that Government and the Ministry of Education are unable to advance any educational policy.
According to her, this ministry's new proposal for the parents' reimbursement for book purchase is the latest and cooler example, as it said of mismanagement in education, as well as in other sectors.
According to her, over 300 thousand Kosovo families will be forced to buy books for their children uncertain whether they will ever be repaid money, or whether they will be enough to buy books.
Instead of the Government reducing the financial burden of educating Kosovo children, it is contributing to financial harm to both parents and the state budget itself. The Ministry of Education is trying to make their failure to supply students with books to cover with rationalisation and improvise”, Musmurati has said.
She has said that from this ministry action, there will be at least three major consequences that students and parents will suffer. The first “, the decision of Minister Nagavci will produce delays and the lesson will begin without textbooks. Second, this Kurti Government decision will produce effective learning losses. Thirdly, there will be higher expenses for parents and the Kosovo state itself”, the Education Director in the Pristina municipality has said.
The Mousmati added that everyone knows that the lesson starts on September 1st, so this whole situation is due to the dismanagement of the dictatorship by Minister Nagavci.
“In no variant, the purchase price of retail books will be lower than the majority purchase. Therefore, the price of books will increase, and that added financial burden will be paid by parents. Consequently, Minister Nagavci has cancelled a process of wanting to save the budget, but has replaced it with a process that costs many more. Although the government reasons this move by calling it “fighting against monopolies”, it is actually rewarding what it calls monopolies at multiple higher prices”, she said.
Mousmati pointed out that the book of the Abetar, essential for first-class students in large numbers, the ministry last year has bought it for about 7 euros, while parents will be shopping for 11 euro libraries. That means for every employee bought, parents will pay 4 euros more. Also, the book Society and Environment for Third Class was purchased last year with about 6 euros from the ministry, while the price of the same book in the bookstore for parents is about 8 euros. Again, parents will pay more dearly than the Ministry.
With a basic calculator, this means that, on average, over 20% more expensive will pay parents, therefore, with such a percentage will be damaged in the state budget. So there will be delays, learning loss and increase of” prices, Musmurati said.
Finally, the education director from PDK ranks in Pristina's municipality, Besiana Musmati, has said that this approach of the Ministry is a recipe for confusion and chaos that will give another blow to the education sector, not the real reform that provides solutions to problems and challenges in this sector.
Therefore, it is imperative that the Ministry of Education provide textbooks as soon as possible so that the learning starts in time, so that the loss of hours does not repeat as it did last year. The ministry's malmanagement burden will be brought to students in school, and parents in financing of 48x1> books have been completed.
