The Kosovo government has formed the working group for drafting an administrative directive for the citizens' initiative for the removal of mayors, which is said to be drafted by 1 September.
But, this new situation, it has not been necessary at all, says electoral processes connoisseur Mazum Baraliu told Radio Kosovo. He says the proper approach, not jeopardising the boycott of elections in the north, is the resignation of elected mayors.
“There has been no need for an administrative guide and risk of failing to implement this kind of demand exists and is not the best and most efficient model Kosovo would need, which is under pressure from international requirements for elections in 4 northern municipalities. In response to the risks this initiative is the most procrastinative and most uncertain”, Baraliu points out.
If the Kosovo government ignores EU requirements for last elections procedures in the country's north, it can't succeed even in these elections, political analyst Artan Mujaziri praises Radio Kosova.
Kosovo's “government has taken a positive step, the main issue lies in co-operation with the EU and the US, for them to pressure Serbia for the Serb minority in the north to stand in the elections and to give legitimacy to the election process. If the Kosovo government ignores EU requirements for last elections procedures in the north, it cannot succeed, and we will continue with the negative cycle that is currently existing”, he said.
Otherwise, on July 10th, Kosovo has reached agreement with the EU on extending the situation that was created in the north of the country, and it has included holding new elections in four municipalities in the north. The EU has called for elections in the north to be held in the shortest deadline.
