As Albania's TV Kani has reported, Kurti is the only one who has not confirmed the meeting yet.
This, by some, is reportedly due to Kurti's division of reports with Albania's prime minister, Edi Rama.
The Berlin process includes the Western Balkan countries' path to EU integration.
A informal meeting will be held in Tirana, including six states, Kosovo, Albania, Serbia, Northern Macedonia, Bosnia and Herzegovina and Montenegro.
