Hajdari cancelled internal competition for 27 illegal inspectors, paves the way for conscripting militants

The Ministry of Industry, Intervention and Trade through unusual reasoning cancelled the internal competition for 27 inspectors to join the institution. Everything was allegedly set up by power for this competition to fail systematically, in order to then be opened as an outsider to enable the militants to compete.

On March 1, this year MINT announced the internal competition for 27 inspectors. In this competition they had the right to apply only public administration employees, but not even citizens who are not part of institutions. But the leaders of MINT, including the cabinet of Minister Rozeta Hajdari, in co-operation with the deputy head of the Inspectorate, Lebibe Haliti, who is also the sister of Vetevendosje Movement MP Enver Haliti, the internal competition was cancelled on April 18th, with a very strange reason, having questionable legal grounds.

In a document provided by Albanian Post to cancel the internal competition, MINT argues that no one has met the competition criteria.

But how it is possible not to meet the terms of any of the competitors, when all who have applied in this competition have been part of the public administration for many years.

“Based on Law No.06/L-14 for Public Officials, Orders (QRK) with No.16/2020 for Accession and Carrie at the Civil Service of the Republic of Kosovo, concludes the competition procedure without a winning candidate, for (27) twenty-seven market inspector positions, with RN00011072, RPC0004722, movement within the catogoria announced at the Ministry of Industry, Trade and Trade by date: 01.03.2023”, says the annulment decision.

AP sources have indicated that the entire scenario was prepared by the deputy chief inspector of Lebibe Haliti, the MP Haliti's sister.

To prove the lawlessness of this Albanian Post competition has spoken to one of the competitors who is part of MINT but has refused to speak by name because of the risk of revenge.

He has indicated that they were first invited for an interview, but on the way, they realized that everything was just a farce on the side of the ministry, because it was getting ready for the competition to be declared foreign.

The MP's “Motra (Lebe Haliti) in co-operation with the minister's cabinet has cancelled the internal competition to pave the way for the foreign competition to recruit militants. Without any legal basis, this competition has been cancelled, and this is very easy to prove by reading the reason for the annulment. How is it that from close to 100 people we've been competing for, no one has met the competition criteria when we're all known to be part of the state administration for many years. There have been applicants who have had experience about 20 years”, one of the competitors said in the competition.

At least only from MINT staff have applied about 30 officials and they have all met the criteria, but on the way we realized that everything is set up and that we are not invited to interview”, this official told the AP.

To prove this, MINT has announced foreign competitions on 19 July this year. This confirms the claim, that every step is taken by plan, because the internal competition is incapable of competing party militants.

To clarify the legal basis, the Public Administration Law stipulates that each competition is initially subject to internal procedures to exhausted opportunities for all applicants who are part of public administration to compete, and whether there is no interest, or no one meets the criteria, the competition is cancelled and declared outside.

To understand the absurdity of the claim that none of the candidates have met the conditions for any of the free countries, the criteria for the internal competition set by MINT are sufficient to be presented.

“Conditions for movement within category and specific requirements: 1. Be civil servant of the same category you apply to. 2. Be a civil worker confirmed in the case of movement within the professional category. 3. May he not have been punished with some degree of discipline that has not yet died out. 4. Be praised for at least two years of evaluation. 5. In the case of movement competition within the professional category, at least well assessed in the last year”, the internal competition criteria are said to have cancelled power.

Under the law, anyone who shares the position of the inspector and has three years of work experience in public administration and has 3 positive assessments from his superior/her superior meets the competition criteria.

Albanian Post has talked to Lebibe Halit about the 27 inspectors competition. She has insisted that none of the competitors have met the internal competition criteria, and no one, according to her, has complained about the process. The MP's sister has denied that close to 100 people have competed in the competition, but according to her 69.

We just interviewed them by mouth and not in writing. Those who have competed in the internal competition are able to compete again”, she said.

Asked whether it was deliberately canceled so that party militants could be allowed to apply and partial accession, Haliti flatly denied it.

The AP has also called for clarification on the legality of this decision by the Independent Council for the Kosovo Civil Service for MINT's decision to cancel the internal competition.

From this institution via email have said they have not accepted “no complaints related to the competition you refer to”, refusing to give comments.

Of the talks the AP has had with administration employees, in some cases the editorial has confirmed that closure with such unstable reasons of domestic competitions to open later abroad in order to accept government supporters is an old practice.

“So did other parties, and quite the same is doing this ruling party”, an employee in the state administration said on condition of anonymity.
