“Destruction” of the VV competition, reason for British withdrawal from monitoring the CEC Governor's selection

British Embassy experts in Kosovo have been opposed to redeploying the competition for Governor, as in the first competition, they say, there have been professional candidates capable of leading with this important post. The British Embassy in Kosovo has been concrete in declaring the reasons for attracting British experts from monitoring the second Kosovo Central Bank contest for Governor (BQK).

Ardian Noecaj, official for communications at the British Embassy, has said British experts have been opposed to resurging the competition for Governor, as the first competition according to him “has provided professional candidates capable of leading by the position”.

“We have been engaged in the first recruiting process for Kosovo Central Bank Governor. This process has provided professional candidates capable of leading by position. However, none of the candidates recommended by British project implementation experts has been named”, Nocej has said.

It's our policy not to engage in new-declared processes which, despite giving appointed candidates, are not named just because those candidates don't like someone in decision-making”, he added.

Noecaj has acknowledged that they have had an invitation from the Central Bank of Kosovo panel to re-angage, in the second competition, but he says they have responded negatively to this invitation.

This is because the money British taxpayers spent on this project will not be able to reason on whether we will engage indefinitely in re-declared processes until the recommended candidates are acceptable to the relevant 48x1> institutions.

Otherwise, the Kosovo Central Bank (BQK), respectively, the selective Commission, two days ago, has sent only two names from the candidate list for governor to vote in the Parliament.

Ahmet Ismaili and Lulzim Ismajli are the two names that have gone to the Kosovo Assembly for the vote, as potential “candidate” for CEC Governor.

Safe sources close to this process have told the Economic Bulletin that it is a well-planned scenario, aimed at “elimination from candidates' races that had scored maximum by Briton”.

On Friday evening, the Government of Kosovo announced it has been reconciled to the two candidacies selected by the panel for the CEC Governor's selection. This decision will now go to the Kosovo Assembly, where the new BEC governor's vote is expected to take place.

According to the CEC, candidate Ismaili received 84.67 points out of 100 maximums, while Ismajli 73.67 in the panel's assessment.

However, the Economic Bulletin through safe sources learns that the selective Commission violated the BQC Law when it decided to send only two names to the Parliament.

The “Commission can decide for approval or not to the list, but not arbitraryly remove people from the list”, this source said.
