But for the entire recruiting process for this position, a former BEC governor is pressing charges of irregularities.
Fehmi Mehmeti, whose mandate at the helm of the CEC expired earlier this year, wrote a letter to the president of the Republic, Vjosa Osmani, regarding “irregularities” that conveyed the process of selecting the new governor.
In his letter dated July 17th, he is asking the president not to decree the new governor, Ahmet Ismaili, due to “skeleton” in the recruiting process for the post.
The <x0 skeletons that took place during the recruiting procedure, from what the Central Bank of Kosovo Steering Board has announced as the second competition for the same position without making the decision to annul the first contest, as well as the discrimination and inequality that took place in the phases of procedure, and it is worth mentioning not taking adequate steps from the Commission for Bux, Labour and Transfer with the case of calling for flagrant violations, and neglecting the legislation in force is equally attracting from the British Commission's process, leaving you no choice as the highest level of office proposed by the Kosovo government, after the order of the country's command of the country has been issued in the order of the country, and the Elushvanov Elpevanov/C.
In this letter, which Mehmet has been titled “on-the-point/x1>, he has also quoted the head of the Selective Commission for this position, which says he has given a split opinion about determining the final list of candidates for the Parliament/Kover.
The implications in this process have also been recorded by the head of the Election Commission for this position, which after the interview phase on January 30th, 2023 has given a split opinion regarding determining the final list of candidates for the Parliament/Kover, where the same one says, I quote: The Law on the CEC (Nani 38 paragraph 2) requires deciphery that the Assembly be forwarded to lists of candidates considered to have met the criteria by law. Which means that the essential basis for reflecting the fulfillment of these criteria is the final result of the interview process and the corresponding position. The law once does not limit the number of candidates proposed to the Assembly. In this regard, the panel has reviewed and decided with one vote against (my vote) that the list of four candidates be sent to the Assembly, and that after the overall ranking of candidates through the interviewing process, January 25th, 2023. Based on this circumstance and given the candidate rank (posital), I have proposed that list of five (5) be forwarded to the site, since candidates ranked according to the final position with the rankings on the rankings of 4 and 5 are absolutely equal points, and the reason for my vote against it is to observe the principle of equality before the law as one of the constitutional fundamental principles to avoid inequality on whatever basis and prevent eventual discrimination. To avoid violating the principle in question, it is the responsibility of all institutions that connect with this process, to take appropriate action to ensure equality and non-discretion of candidates who are part of this process”, Mehmeti has further said in this letter.
On the other hand, he has clarified that he is running for a mandate in this position, while claiming to be discriminated against.
“I have also been running for a mandate in this position and discrimination that has been done to me by not being equal to other candidates under conditions and absolutely the same attitude, and by promoting my integrity dilemma after publishing the results of the interview, it was the lowest and not ethical thing of the corresponding” Commission, writes Mehmeti, Osmani.
At the end, he urged the president not to decree Ahmet Ismaili in the post of new BEC governor.
“Take into account the duties and responsibilities of the governor of the Central Bank of Kosovo, as he must lead one of the country's most important dictatorships, pray very much that prior to the company of steps to decree the proposed person to seek clarification of his choice and violations that have been committed during the preliminary stages and to prevent these irregularities, since I can confidently say in addition to the legal violations and disrespect of the draft regulations, there has been a violation of the Constitution of the Republic of Kosovo that is the highest judicial act of the state, Mehmet on this first letter to the state of Osman.
