The payment account of basic services is offered to consumers and individuals free of charge or to a half - fee, provided they do not have an existing bank account.

“The amount in payment accounts with basic services should be provided by banks for consumers, regardless of consumers' financial circumstances, such as their employment status, income level, credit history or bankruptcy”, is said to be in one of the provisions of “Restway for access to payment accounts with Basic services”, a copy of which the Economic Bulletin has provided.

All countries in the region, including Albania, have the issue adjusted. Suppose Albania is legally regulated.

The Bank of Albania has prepared the bill for the payment account with basic services”. The account of payments with basic services is offered to consumers and residents in the Republic of Albania from all commercial banks free of charge or at halved fees, provided they do not have an existing bank account.

Meanwhile, the regulation drafted by the CEC will go into effect on August 1st 2023

The regulation specifys which services can be performed if you open a payment account with basic services: services that allow all required operations for opening, operating and closing payment accounts; ) services that allow funds to be deposited in payment accounts, as set out in appendix 1 of this regulation; ) services that allow the withdrawal of money from the payment account, as set out in appendix 1 of this regulation; As well as the execution of the following payment transactions: -direct debitation; payment transactions through a folder, including online payments; credit transfers inside the bank, including automatic ordinance, where possible in ATMs (ATM), and bank sports, or online platforms.
