The last few hours when the Government of Kosovo was already close to recent preparations for this meeting, Rama gave news that she has cancelled this meeting.
He said that he has informed Kosovo Prime Minister Albin Kurti of this and that the reasons relate to Kosovo's confrontation with the Euro-Atlantic community.
“I have informed Prime Minister Kurti that in terms of the hour-long engagement of relations with Kosovo with the entire Euro-Atlantic community, this meeting cannot be held in the projected” format, Edi Rama has said.
He has declared that this situation is breaking relations between Kosovo and the Euro-Atlantic community.
“This situation is dramatically leading Kosovo with the Euro-Atlantic community to an unimaginable point, where it is pointing to the button for the action plan against the state that has created itself”, he has said further.
We had no agreement with Prime Minister Kurti for a change of format. He asked for the meeting to take place normally, but that's not possible”, he said.
Shortly after Rama's announcement, Kosovo Prime Minister Albin Kurti said there is no information about cancelling the meeting between Kosovo and Albania's two governments, scheduled for Wednesday, June 14th in Gjakova.
I just arrived here and I have no information, I'm going to attend the concert and I think meetings Albania -Kosovo should not be canceled by anyone”, Kurti said in a media proposal immediately after Rama's announcement.
But it didn't go long, and everything was understood.
The Kosovo government after the annulment of the Kosovo-Albania joint meeting, seen as being held Wednesday in Gjakova, said it is the first time that a joint meeting is unilaterally cancelled.
Kosovo Government spokesman Progress Kryeziu said this is the first time a joint meeting is unilaterally cancelled.
The joint “Mblems are large organisational companies, which preceded a large task of ministries to prepare that day. 13 new agreements were to be signed tomorrow. They were aimed at approaching our economies, our systems of justice, education, culture, etc. It's the citizens who will lose the most. Unfortunately, the annulment of the meeting by Prime Minister Rama cancelled the possibility of signing them. Bible meetings could be held any other day. We're pretty close to each other like places. It wouldn't be the first time we met in a day. But it is the first time that a joint meeting is unilaterally cancelled”, Kryeziu said.
This news about Kosovo was not enough.
Within minutes, the media reported that the European Union has prepared initial measures, such as sanctions against Kosovo due to its disregard for immediate steps by the Kosovo Government for reducing tensions in the north, teaches Radio Free Europe from diplomatic sources.
Under these measures, sanctions will include suspending invitations to Kosovo's participation in high-level events and bilateral visits by the European Union and member states. The meetings will only take place when they must be held to focus on addressing the crisis in northern Kosovo and steps to find solutions.
The other sanctions are expected to include the joint work of groups that exist between Kosovo and the EU, which are created under the Stabilisation and Association Agreement (MSA).
The meeting of a sub-commission, the one for trade, industry, customs and tax, which was due to be held on June 8th, but has not been developed. The next meeting, which is expected to be suspended, is that of June 21st and 22nd, the justice, freedom and security commission.
There will also be financial consequences for Kosovo. A significant suspension of EU financing is planned for several projects for which Kosovo has provided proposals under the investment Fund for the Western Balkans.
The EU, as a sanctions against Kosovo, has seen it lower the level of public presence in joint developments and events attended by members of the Government of Kosovo. The move is expected to include meetings within financial co-operation.
Otherwise, tensions in the north have increased since May 26th, when Kosovo Police helped Albanian mayors Zvecan, Zubin Potok and Leposaviq settle in municipal facilities despite local residents' resistance.
Tensions culminated on May 29th, when local Serbs clashed with NATO mission soldiers in Kosovo, KFOR. Dozens of people on both sides were injured in the clashes.
These leaders were elected on April 23rd, votes that were boycotted by Serb parties and local populations.
The EU and the United States have submitted three demands to Kurti: calming the situation in the north, holding new elections in four municipalities in the north, and returning to dialogue on normalising Kosovo-Serbia reports.
But Kurt has put forward a five-point plan.
However, the EU has said the Kosovo prime minister has not taken appropriate steps to reduce tensions in the north.
The United States has also cancelled Kosovo's participation in the Defender Europe 23, naming it the first penalty move against Kosovo due to the non-fulfillment of international community requirements.
Kurti's five-point plan for reducing tensions in the north:
Law rule in four municipalities in the north, meaning identification, prosecution and fair trial of all members of criminal groups that have attacked police, NATO troops and journalists
Violent groups withdraw immediately from Kosovo territory, any criminal act against Kosovo institutions
Kosovo police, NATO and EULEX members conduct joint security assessments to ensure a safe and safe environment for all.
Kosovo government to co-ordinate with all actors and announce early elections in four municipalities in the north
Kosovo and Serbia return to Brussels-brokered dialogue, and a summit to be held this week.
After this news of the annulment of the meeting, reactions abounded.
