Swiss analyst with criticism against US, EU, says they favour Serbia in dialogue

Serwer in its explanation of Escobar's answers has said that what Serbia wants is an immediate obligation for Kosovo until Kosovo has to wait for its wishes.
“What Serbia wants is an immediate obligation for Kosovo, but Kosovo itself must wait for what it wants”, Serwer wrote.
In this criticism of the U.S., another Swiss analyst, Toby Vogel, is joined by Democracy Policy Council.
Vogel has said such criticism applies to the European Union as well.
And that's also true of the EU”, it wrote Vogel.
Kosovo is being asked to establish the Association of Serb-run municipalities. This is even considered the starting point of implementing the Constitutional Agreement reached in Ohrid. Serbia, on the other hand, has declared that without launching the Association there can be no agreement.
The Association of Serb majority municipalities' draft, presented on May 2nd in Brussels, has 67 articles and is divided into nine chapters, such as general provisions, community issues, organisational structures, membership in association and relations between member municipalities, assets and income, forms of direct decision-making, changes in the Law of Association, break-up of Association and transitional and eventual provisions.
This draft status, drafted by the management team consisting of four members of the Serb community, was introduced during a meeting of Kosovo Prime Minister Albin Kurti, and Serbia's president, Aleksandar Vuciq, with the mediation of EU officials.
Kurti rejected the document, saying it is not in line with Kosovo's constitutionality.
Vuciq said it is “very concerned”, because it is clear that “Pristina does not want to meet its 10 years' obligation before” to form association.
Otherwise, association should have its own budget, where it will mark all income and benefits.
Draft-state predicts that Association generates revenue based on member municipalities' participation, from services offered by Association, Tax and Tax, as well as by funds allocated from Serbia's budget.
The bill envisions that the natural resources found in the territory of the association's member municipalities are managed by Association, as well as interest assets such as agricultural lands, forests, and landwater.
