Former Chief Inspector of the Kosovo Agency for Intelligence (AKI), Burim Ramadani, at once former/Sv. defence minister, said the presence of criminal groups now in the north is powerful.
He says municipalities in the north are going through stage of general political stalemate.
The “municipalities in northern Kosovo are going through the overall political stalemate, above all. But also the presence of re-organised criminal groups already in the north is powerful enough to challenge democracy and rule of law”.
Former Defense Minister: The situation in the north is the same as it was right after the declaration of Independence.
Former Defence Minister Burim Ramadani says the current situation in the north is as it was after declaring independence.
“On the other hand, the ethnic political boycott of local Serbs there, which has occurred through threats, pressure and blackmail from Serbia's security structures, has restored the situation similar to what has been immediately after Kosovo's declaration of independence. Normally, local Serb citizens there are under tremendous pressure from the state of Serbia, through security structures, even from criminal groups aimed at illegal benefits while serving Belgrade's” policy, Ramadani said.
He says that for the situation in the north, Kosovo must co-operate with the allied states.
“Situate in northern Kosovo must be treated with joint care with international partners, respectively NATO and Allied states separately. Syncing the planning of their actions and implementation with international partners is a guarantee of gradual, but certain rule of law in that part of Kosovo”, he says.
The new mayors are expected to take the oath, where there is also warned there will be tension.
But that is not what former Chief Inspector of the Kosovo Intelligence Agency (AKI) Burim Ramadani says.
The warned “Tensions, in fact, I believe, will not be possible if Kosovo institutions have managed to coordinate actions in detail with NATO and single partners. Serbia has no immediate interest in escalation of the security situation, but aims to keep the north in a hurry by constantly threatening to escalate security”, he said.

Serbs in the north have abandoned Kosovo institutions since November last year, as a sign of dissatisfaction with a Kosovo Government plan to reregister cars with Serbian illegal license plates.
One of the conditions they cite for returning to institutions is the formation of the Association of Serb majority municipalities.
Kosovo and Serbia reached the agreement on February 27th in Brussels towards normalisation of the reports, meanwhile on March 18th in Ohrid, they agreed to the Annex for its implementation. /Front Online
