Pristina Chairman Progress Rama has warned Kosovo Government that if they are blocked by carrying financial means, then they will submit the case to the Constitutional Court, where he is convinced he will win the case.
The municipalities have recently accused the Ministry of Finance of blocking unexplored personal revenues of municipalities. The government has said it has not made any impasses, while municipalities have said the Law for Public Finance Management is being violated. On Monday, Prime Minister Albin Kurti will hold a meeting with the mayors, while Rama has said he will use this meeting to seek once again unlock the funds from unexplored private revenues.
Pristina has 51m euros blocked, while 22m euros are during Rama's rule last year, and the others are from the mayors last year.
Days before deputies of the Democratic League of Kosovo set conditions on this very issue, to vote in the Assembly any law. Finance Minister Iron Murati has said the problem was created by the opposition Democratic League itself, which has drafted an amendment to the budget law. But LDK parliamentary group chief Arben Gashi has said mistakes should correct the minister himself, who, according to him, is acting contrary to the Law. That condition has been expressed by the Alliance for the Future of Kosovo lawmaker (AAK), who urged power to find solutions.
Rama has said that Pristina needs the biggest budget, as he says, they still receive grants with statistics of 2011. And things, according to Komuna data, have changed greatly in 12 years since the last census was made.
“Pristine needs a bigger budget. We are discriminated against the budget we have because we still work with the statistics of 2011. I hope it happens at the census site, but I have information that will be postponed for next year. This hurts us. We take government grants for 189 thousand people, and according to some data, it is numbering 350 to 450 thousand. Census would be welcome to determine exactly where Pristina is. Every extra fund killed the capital because it has been left behind for decades, and now we have a renewable momentum. But we are also using other opportunities as public-private partnerships, to use these banking instruments, such as building five schools”, Rama added.
