Mustafa: Borrell must honor Mogehrini's vow to Asociation

But does this document have an impact on current circumstances? Former Prime Minister Mustafa claims there will be no doubt.

Eight years earlier, on August 24th, then Prime Minister Isa Mustafa had accepted a letter from the chief of European diplomacy, Federica Mogerini, as a sign of assurance that the Association of Serb-run municipalities would have no executive competence.

The next day, Mustafa and Vuciq signed the Agreement on the main elements of the Association, which included, among other things, point 2 and 22.

Both points clearly specify that the Constitutional Court's green light, before being established, must be taken.

Serbia was unaware of this letter. Mustafa says you were his insistent, but the formula had made Mogerini.

My understanding was not to go out of constitutional framework and association not to take responsibility for central power, ministries or municipalities, because those with the Constitutions belong only to them, and it's just a form of co-ordination between them, as is the logic of prior association with the constitutions and association, has been our insistence”, says Mustafa pwr RTK.

It shows that since Serbia has once agreed that the draft of the statute goes to the Constitutional Court for Review, it thinks it is a very important gate, for what appears as the final document, to be in line with the Constitution.

Mustafa says there is a dilemma in Kurti's compatibility for the annex of implementation of the agreement, which was reached in Ohrid.

He says that while point 7 speaks of management itself, point 10 calls for implementation of old agreements, including that of 2015, where the Constitutional Court is the final body that seals the draft Association.

“Mr. Kurti has proposed point 7, I'm saying Mr. Kurti because I can't be sure that he defined it, but he has expressed himself for a management of Serbs in Kosovo, what's been thought of by the Association, has been replaced with management itself, and it's unclear to me what the management of Serbs means, and then there's a point of 10 which contains the commitment of the two parties to implementing all the agreements that have been reached in Brussels, without exception and no exception to the”, Mustafa tells RTK.

He wants Kurt to say now, whether the management of association or self-government is itself.

Kurti at the last meeting in Brussels referred to Mogher's letter and the 2015 Constitutional Court decision.

Even Chief Parliamentary Conjufca figuratively extended his hand to former Prime Minister Mustafa for the pledge he had managed to extract from Moghrin prior to signing the agreement so that association would not have executive competence.
