Professor and opinionist Blerim Latifi, writing about the situation in the north, even after Erden Attic's oath as head of North Mitrovica today, speaks of changing Belgrade's tactics in opposing the Kosovo state in the north.
He says it appears Belgrade has given up violent opposition in the north, and has replaced it with civil disobedience.
But why, according to Professor Blerim Latifi, this also presents problems for Kosovo.
He writes:
The elections in the north did not prevent them, only boycotted them. Even the oath of the chairman of the Northern Mitrovica municipality has passed smoothly. Belgrade has likely made a major tactical change in Kosovo's opposition to the state in the north: it has renounced violent opposition through criminal structures and has instead imposed civil disobedience tactics. This adds to the functioning of Kosovo law there, because civil disobedience will affect the moral empowerment of Belgrade's position on the table of dialogue, while all international pressure risks focusing on Pristina.
It's hard to act against civil disobedience. Even dictatorial states can't do it, let alone democratic states. /Periscopi
