Prime Minister Albin Kurti and Serbian President Aleksandar Vuciq meet this evening in Brussels. As usual, the meeting is shared by the official to the European Union.
Kurt arrived yesterday during the day in Brussels, while in the evening he published a photo with his team, announcing he was preparing for today's meeting with Vucinqi.
I arrived in Brussels and spent the day preparing for tomorrow's meeting. Preparation for negotiations is both complex and simple: complex because there is abundance of information and details involved, among other things, but simple because Kosovo's wishes are clear, honest and noble”, Kurti wrote on Twitter.
The agenda of today's meeting has been discovered for days. The two main points are the adoption of the Declaration for Undiscovered Persons and the presentation of the draft State of the Serbian Commission Association, which is committed to writing a so-called management team, comprised of four Serbs, including a Serbia Assembly MP, Danijela Vujicic, from the ranks of Vuciqi's party, SNS.
Prime Minister Kurti has said he will be happy to see what has been drafted, though he has stressed that it would be better if the draft were first unveiled in Pristina.
The official management team has been appointed by the Ministry of Local Power Management since after the signing of the Association Agreement in 2015. The latest appointments were made by the head of the Serbian List, Goran Rakiq, as minister in 2020. But this Ekip has remained closed to the Government of Kosovo, not accepting even meetings with Kurti Government.
Kurti, however, before starting in Brussels, has said he is interested in implementing the agreement to normalise reports with Serbia, which was reached on February 27th, offering a kind of self-government of the Serb community in Kosovo, but not to form a model like Republika Srpska in Bosnia and Herzegovina.
Taking into account Brussels' insistence, I'll be happy to see what drafts they've prepared, even though I think it would be better to present it to me in Pristina before. However, I will ensure that what has been agreed on February 27th in Brussels, the existence of a proper level of self-government of the Serb community under the highest European international standards for minority protection, is fulfilled. But what we will not allow is the right of territorialisation and creation of anything that would look like Republika Srpska in Bosnia and Herzegovina. We will not allow a satellite parastate with devastating essence that would undermine Kosovo citizenship”, Kurti said.
European and American diplomats, such as Lajcak, or Ambassador Christopher Hill, have said that association will be formed immediately and that it is the first question to be discussed, following agreements in Brussels and in Ohrid during February and March.
Lajcak has said that the association will be according to European models.
Kurti's statements, which, as stated, have not seen the draft drafted by Serbia, are seen as a sign that will not be accepted by the Association, which the Serbian team from Kosovo is scheduled to draft, close to Vucinqi.
From Brussels, Kurt has spoken on the phone with Derek Chollet, senior adviser to the US State Department.
I had a good phone conversation with State Department Adviser Derek Chollet, where you discussed tomorrow's appointment schedule. I've mentioned the importance that the basic agreement and the Annex should be fully implemented and trusted. I've also thanked him for supporting the US”, Kurti wrote on Twitter.
Chollet, meanwhile, has stressed from calling with Kurt for the immediate implementation of the Association Agreement.

Kosovo and Serbia have agreed to a basic agreement on normalisation of reports on February 27th this year. Meanwhile, the Implementation Plan has also been accepted on March 18th in Ohrid.
