KDI criticism of the Parliament: Condemned MPs for not participating in sessions

KDI through an analysis says that this problem, is overloading the Parliament's agenda, as points that are not being approved in a session are being carried to other sessions. As a result, not rarely the agenda of a single session contains 30 to 60 points for consideration.

During this year's spring session alone, three sessions have been interrupted due to lack of quorum, while there has been no quorum for voting in seven sessions. From the practice of breaking sessions, the Parliament has now taken a step away for two weeks, not organising any sessions due to a lack of quorum” is said in their analysis.

The goal is estimated that the chief parliament, Glauk Konjufca, and the Parliament's Headship should regularly apply penalties under the ruling legislation for MPs who do not participate in the work of the Parliament.

“The MP's rights and responsibilities law, as well as regulation of the Assembly, envisions that an MP loses his mandate only if six months in a row at the Assembly hearings. The same law stipulates a halt to compensation for MPs who do not participate in hearings or commissions for unreasonable reasons. It says that “Deputet is obliged to attend the plenary hearings and meetings of the Parliament's auxiliary organs, in which he is a member and that if he for some reason cannot attend, he should inform the Speaker of the Parliament in time and present the reasons for the shortages. The rate for attending the session is 200 Euro”, reported among other things in their analysis.
