These are demands and attitudes:

  1. The opposition to carrying the responsibility of paying taxes on property to municipalities, because it affects the self-income revenues on which capital projects are largely dependent in municipalities;
  2. Urgently carry personal revenues to the municipality, for the moment being suspended;
  3. Establish the fourth grant, which will create financial equality for municipalities;
  4. We seek to speed up the release of sublegal acts under new law for public officials who regulate the recruiting procedures in municipalities, with emphasis on allowing the host list in education and health;
  5. The municipalities turn to properties from the AKP, which are defined and declared by municipalities for public interest and for which municipalities have launched project procedures and announced the central level in writing;
  6. To create the legal mechanisms for carrying property managed by the Agency for Project Development Forests, as well as in other cases to avoid bureaucratic procedures for providing municipal project development permits;
  7. Not allowed to allow economic areas in municipalities to shift to central-level responsibilities but continue to be managed by municipalities.

In the end, Aliu said that they are hopeful that these issues will be addressed at the next meeting.
