Joseph: Kosovo-Serbia agreement to register to UN, Vuciq has been completely negative as regards agreement

This is a very difficult process. Serbia's president, Aleksandar Vuciq, has been totally negative in terms of the recent agreement reached in Ohrid, saying there are some provisions of the agreement that will not respect, even though in the document it clearly writes that all agreements should be respected without exception. The only way for this dialogue to succeed for both countries is if they accept strong signals from the United States and the European Union that they are really serious as mediators in the process. I suggest that the United States of America encourage the European Union to register this agreement in the United Nations, that would mean a stronger judicial status”, he says. On the other hand, the foreign policy expert sees a sensitive situation in northern Kosovo.
According to him without fully calming down the situation on the ground is difficult to talk about creating the majority Serbian Communist Association. “Right now is not a good atmosphere in northern Kosovo, we have seen some serious incidents and Serbs have left the institutions. So under these circumstances it's hard to talk about creating the majority Serbian Communist Association. It's a very problematic issue because it means a form of autonomy or call it a form of self-management for the Serb community. Normally, this should come to the end of negotiations where Kosovo would gain recognition from Serbia and in return accept association, but as we see reality is different. Association is a duty Kosovo has accepted and must be in line with the spirit of the Constitution”, Joseph said in Tv1.
Joseph, says Kosovo is in a difficult position and that Serbian President Aleksandar Vuciq is exploiting it. Kosovo is in a very difficult position because it is not accepted by all states of the European Union and NATO, so it is making the most of Serbian President Vuciq”, he added.
With the European bloc's mediation and US support, Kosovo and Serbia have been in negotiations for normalising relations since 2011.
