Experts do not expect results for Kurti-Vuchic meeting, agreement may not be rebutted in Parliament

At the meeting between Prime Minister Albin Kurti and Serbian President Aleksandar Vuciq, political analysts in the country are considering there will be movement in terms of agreement on missing persons. They claimed that this agreement, although not signed, was accepted by both sides, and in this case it was made legal duty, [...]

They claimed that this agreement, although not signed, was accepted by both sides, and in this case it was made a legal obligation, even if it was not ratified in the respective states.

Political analyst Gazmir Raci said that at the meeting warned between the two countries, the problem of those who disappeared is expected to be solved by force.

We expect the problem of those who are not found or disabled in the next meeting to be solved. It would have to have this wound finally closed and the Serbian Army archives reopen and find the truth and family members of our loved ones return to Kosovo and their families get the well-deserved tranquillity”, he said.

According to him, Kosovo has no obligation to ratify the agreement in the Assembly unless the other party does the same.

“I do not know that it will be ratified in the Kosovo Assembly, there has been ideas to be ratified by both legislative institutions, but Serbia has refused, so Kosovo has no obligation to ratify it unless the other side did so. The bottom line is that this agreement has now become a part of the path to membership in the European Union, for Serbia is the 35th chapter that will soon be updated with the latest agreement. We also owe the Brussels dialogue and progress on Kosovo within the SAA. It is a legal obligation for both countries if we want to move to the EU as soon as possible “, she said.

While analyst Shemsy Jashari said there should be reciprocity between Kosovo and Serbia for ratification of the agreement or not.

When we talk about the issue of ratification of those agreements in the respective states of Kosovo and Serbia, I think it would have to be a kind of reciprocity in terms of implementing this agreement that means not to have many unilateral actions which would bring Kosovo into unilateral obligations but that there would be no progress on the field on the other hand, but to go in a paralleld form so that those agreements can be seen as well as implementing them”, he told EO.

Jashar said that from the announced meeting, he did not expect much, according to him, at this meeting there is expected to be an agreement on an action plan regarding the agreement for missing persons.

I expect not much from this meeting, I expect an added pressure on international factors to push the parties towards implementation. It has also been praised at the Ohrid meeting when an agreement has been reached as an issue that should be dealt with urgently the issue of missing persons, there may be a movement in that direction, meaning a deal on an action plan on how I should move forward in the process. Otherwise, I do not expect much in view of having had some very controversial statements by President Vuciq, where otherwise it was declared at the Ohrid meeting, and then there have been statements in Serbia that some points cannot be implemented even Serbia will not implement”.

Jashari said that over these meetings, a big cares for Serbia has been seen, according to him, Kosovo will have to maintain its partnership with international communities.

A complete caressing has been seen throughout the process, perhaps because of its report that has the geographical aspect, its influence in some European countries. A much easier approach has been seen in relation to Serbia than in relation to Kosovo. The Kosovo side must swim in that part of the water it can swim, in this case it will have to maintain its partnership with international communities, and I must insist as much as I can adjust its position in relation to the international side, even with this agreement we see a smoother, perhaps more cautious approach of the European side to Serbs”.
