The 11-mother agreement, made public on February 27th, does not force Serbia to recognise Kosovo, but requires both countries to accept each other's documents and symbols, including passports, diplomas and license plates.
It also requires that the parties implement all agreements reached so far in the dialogue on normalising relations, including that of forming the majority Serb municipalities in Kosovo, which the government in Pristina has so far refused, with the argument that it could jeopardise the functionality of the state.
REL has had access to the draft resolutions from the EU summit, and there is also the paragraph in which the agreement is reached in Ohrid.
The European Council welcomes the agreement reached in the dialogue facilitated by the European Union for implementation of the Agreement towards normalisation of the reports between Kosovo and Serbia, and extends the invitation to both sides that properly and in trust, implement their respective commitments”, mentioned in the draft report.
The heads of EU member states will also report to the European bloc's top diplomat, Josep Borelli.

The achievement of compatibility in Ohrid, Borell has called “status new quo”, in dialogue between Kosovo and Serbia, which will enable the transition from a phase of crises to the implementation phase of the agreement.
At the recent European Union summit, held in February, EU leaders have supported the EU proposal for normalisation of relations and have called on Kosovo and Serbia to accept it.
