Minister Aliu has written on Facebook that the services in question are expected to cover a 25-month period.
He has invited local and international companies to submit their proposals.
According to the Minister of Infrastructure, it is scheduled for the 25-month period, 3 months to extend design review, preparation of the tender file, procedures and bidding assessment, 20 months to be the supervision of the works, and two months of finalisation of the project.
Periscop looked at the Web site. Public procurement to see if this tender was announced, but it doesn't figure out why Ali wrote that “Today has been issued Special Procurement Notification for ...”
So the same was published by Ali only on Facebook, which has evidently invited international firms to join, even though his post is only in Albanian, not English.

Today, specific procurement announcements have been published for the Consulent Division Services and Construction Works Supervision on N2 Pristina Street, which is 9.78km long.
Services will cover a path of twenty-five months calendar from the starting date involved:
Three months of design review, preparation of the tender file, procurement procedures and bidding assessment, 20 months working supervision period and 2 months finalisation of the project.
All international and local consulting companies are invited to submit their proposals.
