Lajcak's analogy: Good pudding is seen in taste, good deal in action

The testimony that a pudding is good is in taste and the testimony of an agreement is in its implementation. Therefore, we now have our focus on implementing”, the European Union's Special Representative for Dialogue Kosovo- Serbia talking about the Basic Agreement and the Implementation Exchange for normalisation in relations, Lajcak made this comment [...]
Lajcak made this comment in an interview given to Radio Free Europe (Serbian-language service), where he said the agreement's accession to Brussels and Ohrid marks a Kilometric stone in normalising relations between the parties.
It is not a secret that we, as mediator, initially prepared a more detailed implementation extension. With a sequence of steps much clearer for deadlines. That way it would be much easier to measure”, Lajcak said.
As long as it is not signed, Lajcak takes it to work, performed that the agreement is “legally and internationally binding on parties”.
President Vuciq made it clear that he is unable to sign this document. He cited constitutional restrictions. We've again made some proposals to resolve this case, but they've been rejected”, writes Insander.
“Finally agreed that this document would be formalised through the EU High Representative's statement (Josep Borelli), which was issued on Saturday. This is fully in line with international legal practice”, Lajcak said.
Therefore, this document is mandatory, that it is official, formal and all speculation about its worthiness or not is meaningless”, he said.
The document is binding in two directions, according to Lajcak: first, in announcing the high representative, and secondly, becoming part of the European Union membership process or the EU agenda for Serbia and Kosovo.
