However, according to him, the document is mandatory, and there should be no discussion.
President Vuciq made it clear that he is unable to sign this document, citing constitutional restrictions. We proposed several ways to solve this problem, but these proposals were rejected. We finally agreed that the document would be formalised through publication by the high representative, which happened on Saturday, which is in line with international practice, and that this document became formal and binding. All speculation whether the document is valid and mandatory is meaningless”, Lajcak said.
While adding that it is being worked intensively to determine the tasks of the Joint Monitoring Commission.
The “Organi that will monitor, assess and report for implementation is the EU-led Joint Committee. This is one of the elements of the annex where we said this joint monitoring committee would be established within 30 days. And now we're working intensively on determining the task for this joint monitoring commission. That will be the authority. At your first point, there is no contradiction here. The declaration regarding Article 7 of the agreement simply refers to past dedication to Kosovo stemming from the 2013 and 2015 agreements. Since this is so late, it is very clear that it should be addressed as priority issue”, he stresses Euronews Serbia.
