The text of the motion and its reasoning, in quality of the initiative, were read by LDK parliamentary group chairman Arben Gashi.
He said this motion has come as a result of a lengthy inaction over the full removal of the fee, which, he said, was demanded by the United States of America and the European Union, making the country subject to American economic sanctions.
“At the time when the country most needs internal unity and full institutional commitment in the fight against the body of coronary, Prime Minister Kurti decided to end the agreement for co-ordination with the Democratic League of Kosovo”, Gashi said.
Among other things, he said that with the vote on this motion, the Assembly would create the possibility of creating a government that will, for a certain length of time, bring stability.
“Through the motion, the Parliament creates the possibility of forming a limited-term stability government that would address the assistant challenges facing the country”, Gashi added.
On behalf of the PDK's gp, Memli Krasniqi said the session for the government's vote of confidence came after the self-resurresing of Prime Minister Albin Kurti and the government in the face of the challenges our country has.
Thus, there could be no other end to a government and a prime minister, who in such a short time took such a risk to the most vital alliance for Kosovo, who failed to provide a development programme for citizens' expectations and who created so much opposition within themselves for a short period of”, Krasniqi said, confirming that the PDK would vote on the government's collapse.
The Democratic Party of Kosovo will vote in favour of the no-confidence motion, not only because it is at the top of the opposition and the natural description of the work of any democratic country's opposition is to cut as much of the government's life as possible, but also because this has really been the most incompetent government in the history of Kosovo and deserves to leave as soon as”, Krasniqi said.
Daut Haradinaj, from the AAK parliamentary group, reaffirmed the subject's position that represents in relation to the current government, stressing that this government will not have a long life, for reasons which are already public, therefore support this motion.
The budgetary discrimination of specific areas where the area's most vital projects, the removal of the tax without any profit for the Republic of Kosovo, the establishment of the market for Serbia, and its non-communication with the United States, but simply not even negotiating with coalition partners' allies, attracting serious investors, firing the minister, are some of the reasons why the Alliance would support this no-confidence motion”, Haradinaj said.
Moreover, he stressed that this government will not be remembered for any major achievements, but will be remembered for trying to create a monopoly, thus totally ignoring the opposition's role in parliamentary democracy.
“Z. Kurti tried to create monopolies, strictly ignoring the opposition, simply had no interest in either dealing with us, as if we were not of Kosovo”, Haradinaj said, noting also some of the government's failures, as he said.
From the Serbian List's parliamentary group, Igor S individual, voiced opposition to the government Kurti, stressing that this government has shown no proper respect to the Serbian people and their representatives.
“First of all, this government has shown no respect to the Serbian people, to representatives of the Serbian people, whom the Serb people have democratically elected”, said Sibius, also confirming they oppose this government and will vote for the no-confidence motion.
The chairman of the Social Democrat Initiative's gp, Haxhi Shala, stressed that this government, in addition to creating political crisis, will also be remembered because of its life expectancy.
This government will be remembered every time in our history as the shortest government in our country, so the crisis which has caused the government of hope, we like NISMA and Kuwait, today we will give its epilog”, Shala said, confirming the motion vote.
“Nisma will support and pro motion filed by the Democratic League of Kosovo”, Shala said.
The representative of the 6+ parliamentary group, Albert Kinoll, said that in this government they have voted and are coalition partners, the report has faded and downplayed among them, so it confirmed the vote for its collapse, given also that, as he said, their votes are not crucial, as most are secure.
Our vote will not be crucial, given the will of the majority, so we also support it at”, Kinoll said.
Speaking to MPs, Prime Minister Albin Kurti mentioned the government's achievements led by him during those 50 days, suggesting he is proud of his cabinet and his achievements.
The new government of the Republic is today on the 50th day of its work. Today it's 50 days we've been working, not 100 days to witness our work, but we didn't have 100 hours. I can say I'm proud of this cabinet and with its achievements”, Kurti said.
He also mentioned a number of decisions that have been made, as he said, in general good.
We halved the prime minister's salaries, deputy prime ministers, deputy ministers and staff from the beginning, but not even salaries in the justice system and the constitutional court. We wanted to show what we consider as a value and bring ethics to politics”, Kurti said.
Kurt also mentioned the dismissal of co-ordinators, whom he called unnecessary, emptying boards, and so on.
I don't feel sorry for this government, and much less myself, I feel sorry for the citizens and people for what's happening to this no-confidence motion. First, this no-confidence motion aims to leave the people without his government, without the government for which he has voted”, Kurti said.
He said this government has the support of its citizens.
You all know that this government has the support of citizens who are in such dire straits, because unemployment among them and injustice to them increased the risk of Coronavirus”, Kurti added.
The debate over the motion against the government followed throughout the day, with mainly discussions of VV and LDK MPs, controversy between them and members of the government cabinet.
Prime Minister Kurti, Deputy Prime Ministers Hoti and Abazi, as well as Minister Konjufca, were involved in discussions concerning the topic in treatment, while simultaneously defending the political positions of parties they represent.
The Speaker of the Assembly, Vjosa Osmani, also received word that the collapse of the government at this time is unprecedented, expressing regret that this is happening. She said that when the ego is seeking to fill political appetites, doctors are trying to save every life.
Prime Minister Osmani said tonight she is only addressing Kosovo citizens.
Honored citizens, tonight I address you alone, because as deputies we've had enough to address each other with words that hurt our reports and our citizens. This motion has been filed against the government of change in a country where many politicians do not want change. This motion has surrendered at a time when the world is suffering. Today we risk losing even the degree of solidarity we have. This is the speech I wouldn't want to hold, because the moment I speak Kosovo and all mankind are facing the great challenge of COVID19. At this point when our ego is seeking to fulfill political appetite, doctors are trying to save every life. But we have decided to leave them hopeless in their life-long battle, moving away from the government when they most need it. We today would have to discuss and make decisions to facilitate the work of”, Osman stressed.
She added that today it would have to be discussed about essential medicines and foods, additional measures for social cases, and groups endangered by the virus, for private businesses that could go bankrupt.
Osmani said that today it is at risk that another epidemic should spread in Kosovo, that dehumanisation of the soul.
I believe that the government between my party and Vetevendosje has been able to fight corruption and organised crime, and that has witnessed in these few days. Therefore, I cannot agree with the no-confidence motion, because I consider that by voting it, we abandon the will of our citizens for change”, said Mayor Osmani, warning the vote against the motion.
Later, with a concluding word MPs addressed Prime Minister Albin Kurti, as well as LDK gp chairman Arben Gashi, in quality of the motion initiative.
Following the depletion of the debate, the Parliament overwhelmingly approved the no-confidence motion to the Government of the Republic of Kosovo, proposed by the LDK parliamentary group and supported by 44 MPs.
With that, Mayor Osmani closed the works of this session.
