The Serb community exists in both Ahtisaari's plan and the Constitution. The agreement envisions that the rights of the Serbian community should be drafted in accordance with Council of Europe rights”, Kurti has said.
The prime minister says such isolation is envisioned even in Article 22 of the Kosovo Constitution.

What I have promised is for the Serb community to be treated under Article 22 of the Constitution, which has part of the Framework Convention. Whoever says that means something extra is wrong. Or so they resonate in our enemy neighbor. The Serbian community means a social dimension, rather than territorial, not institutional and not political of a whole of individuals. There are no communities without individuals, but individuals cannot become communities. The framework Convention has the subject of individuals who are part of minority groups and that's the meaning of Article 7. So Article 22 The Constitution is reference to individual rights”, the head of the Government of Kosovo has concluded.
