The course in his address has provided clarifications for Article 7 of the Basic Agreement, in which “is spoken of to ensure a proper level of self-advancing for the Serb community in Kosovo and the ability to provide services in specific areas, including access to financial support from Serbia and a direct channel of communication for the Serb community with the Government of Kosovo”
According to Kurti, Article 7 of the proposal is talked about the Serb community, and not the Serb majority municipalities.
Article 7 speaks of the Serb community. So the Serb community is not predominantly Serb municipalities. There are two different things. The Serb community exists in both Ahtisaari's plan and the Constitution. The agreement envisions that the rights of the Serbian community should be drafted in accordance with Council of Europe rights”, Kurti has said.
The prime minister says such isolation is envisioned even in Article 22 of the Kosovo Constitution.
So the maximum that such self-enlightening could mean is what the constitution envisions in its Article 22. There is no reference to what such a self-enlightening would mean, while the high ceiling is the Council of Europe Framework Convention”, has added further to Kurti.
“This means that the result should be a format of respect for individual not territorial rights of minorities. Based on the individual with rights even according to their affiliation, not their own institutions or territorial monopoly. I didn't give anything here. What I have promised is for the Serb community to be treated under Article 22 of the Constitution, which has part of the Framework Convention. Whoever says that means something extra is wrong. Or so they resonate in our enemy neighbor. The Serbian community means a social dimension, rather than territorial, not institutional and not political of a whole of individuals. There are no communities without individuals, but individuals cannot become communities. The framework Convention has the subject of individuals who are part of minority groups and that's the meaning of Article 7. So Article 22 The Constitution is reference to individual rights”, the head of the Government of Kosovo has concluded.
