He said Republika Srpska in Bosnia and Herzegovina is a model where Republika Srpska's power has become too great and really threatens the state's integrity.
Kupchan has mentioned several other models around the world that apply without violating the functioning of any country. He said that Kosovo and Serbia should agree to that.
On the other hand, we have models in many other countries in Europe and elsewhere, where minorities enjoy the degree of autonomy and self-government that do not threaten the state. See these issues sometimes, whether it is Knebuk (Canada), Bakia (aunomous province in Spain) and Catalonia or various communities in Belgium, but there are many examples of self-government allowing the state to function successfully as multiethnic, and that should be a goal for Serbia and Kosovo.
