Hoti: Extinction point rejected over four times, declaration to sign the following days

The inclusion of the issue of missing persons as urgent issues in the annex for implementation of agreement on the way to normalising relations between Kosovo and Serbia is seen as a achieved for Kosovo on the road towards the dawning of the missing. Head of the Government Commission for Missing Persons, Andy Hoti, who [...]

The head of the Government Commission for Missing Persons, Andy Hoti, who was part of the Kosovo delegation at Saturday's meeting in Ohrid, said that despite the Kosovo side's insistence on the annex being included at this point the 12-month deadline to get epilogue the issue of missing persons has again been rejected.

He expects the Declaration of Missing Persons between the Kosovo and Serbian parties to be signed in the coming days.
Hoti said that at the March 18th meeting over four times the issue of missing persons from the annex, but with the insistence of the Kosovo side -- the EU's charge on dialogue -- Miroslav Lajcak has imposed it as an urgent matter.

“During the meeting we have insisted that the issue of missing persons be like a separate paragraph, and that means that the particular issue is urgent, but we have had other demands that, unfortunately, not only have they been rejected by the Serbian side, but I have to admit that over 4 times the question of missing persons has been removed from the complaint that we have ahead of them. The money has been to confront the past within the cause of missing persons we have demanded that both states face the past that implies crime. The second one, has been handling this issue with an emergency priority, the third has been to have a deadline definition, and we've asked that within a 12-month term to get an epilogue on the missing persons issue, and that's faced enormous resistance, the greater that it's been gone over 4 times, and in the end it's completely gone away and there's been an atmosphere that has been a problem even with the insistence that it's been taken or allowed. Fortunately I was there a good insist, the deputy prime minister and prime minister made that Lajcak finally imposed this point, which is four, and was the share of missing persons”, he said.
Hoti said involvement in missing persons' account is an important moment for whitewashing lost fate, as the parties are obliged to implement the points involved in the reverse will follow sanctions.

Even more positive, the chairman of the Government Commission for Missing Persons considers point 6 in complaints envisioning the formation of the EU's joint chairmanship commission for monitoring implementation of all points.

Despite the insistence on a 12-month deadline for the unknown to receive epilogue, he indicated that this deadline was rejected.

The time limit that we have consistently insisted on Saturday is for 12 months to take over epilogging the issue of missing persons is to exchange information and say enough of the families of missing persons who have been suffering for 24 years, unfortunately rejected largely by Serbia and unfortunately, and the proposals that have come to us from the EU, and Lajcak unfortunately has not only arrived without a deadline, but also without this point, but at the end we have reached with imponua<1>, Hoti said.
Andy Hoti, who even 24 years after the end of the war, knows nothing about his missing father's fate, does not believe Serbia to implement this point of complaint, but expects the European Union as guarantors to condition the Serbian state on the issue of missing persons to co-operate with Kosovo.

He argued that if the EU is serious there will be great progress on the issue of missing persons.

If the EU is serious in implementing the Franco-German plan and the complaint that is this I expect to have great progress, because here it is the question of missing persons and how much I expect Andy. I don't trust Serbia and I never trusted it, and I have enough reason not to trust Serbia, I am today trusting the EU and other friendly states that give us that guarantee, remains in their hand that now conditioned, because the pressure is not enough we have seen that several times, with conditioning Serbia to fulfill this pledge that it urgently handles this issue, has given a pledge, and in the statement it will give all audio information, the year of the divorce classified, and it must do that, he said.
The head of the Government Commission for Missing Persons hopes that the Declaration of Persons Missing with EU Pressure will be signed in the coming days between Kosovo Prime Minister Albin Kurti and Serbian President Aleksander Vuciq.

Hoti underlined that this declaration without complaint would have remained only as a declaration of free will.

“I expect her to be signed the following few days, I expect that we have insisted on signing it that night as a special statement to show that this case has been a particular question of missing persons' hesitation has been signed again, I expect in the days following with the pressure of the EU to be signed that statement...1230 just as a declaration without a complaint plan and without a consent, without an approval that has already been made, even though there is no signature I think it would remain only as a declaration of free will, a declaration that we have evidence that Serbia is not enough to work for war crimes, and I believe that Serbia is currently expressed.
The four point of implementation complaint for the normalisation of relations between Kosovo and Serbia, agreed on March 18th 2023 between Kosovo Prime Minister Albin Kurti and Serbia's president, Aleksandar Vuciq, during the meeting in Ohrid, says the parties agree to adopt the Declaration for Missing Persons as urgent issues.

The “Piles agree to adopt the Declaration of Missing Persons, as negotiated under the EU's relaxed dialogue, as an urgent matter”, said in the annex.
During today, the United States' special envoy for the Western Balkans, Gabriel Escobar, said Kosovo and Serbia should start immediately implementing the agreement towards normalising reports.

Kosovo Prime Minister Albin Kurti hosted the accredited ambassadors in Kosovo today.

On March 18th, the Kosovo and Serbian sides met in Ohrid, where they agreed to implement the agreement's agreement under the European plan. But this agreement, besides agreeing, has not been signed following Serbian President Aleksandar Vuciq's refusal. /kp/
