Heavenier to Article 7 of the deal: The issue of self-awareness of the Serb community is reference to association

The US Ambassador to Kosovo, Jeff Hovenier, has commented on Article 7 of the European plan, which is one of the articles on “problems” of this agreement, Periscopi follows. Hovenier says at this point, it should also refer to Article 10, which says the parties confirm their obligation to implement all [the] past agreements....
Hovenier says that at this point, one should refer to Article 10, which says the parties confirm their obligation to implement all past dialogue agreements, which remain valid and binding.
Among other things, he says the US has already expressed its views, where, among other things, the progress of association is an important part of implementing this agreement.
This is fair and of course, some of it will have to be discussed in the context of the implementation plan. But I would also refer to Article ten, which says the parties confirm their obligation to implement all past dialogue agreements, which remain valid and binding”.
So again I think that this issue of adequate self-management for the Serb community in Kosovo is reference to association and again, I have already expressed in this interview and many times, I have expressed the US views that this is part of it, that progress on the issue of association is an important part of implementing this agreement and what is most important, to a measure for Kosovo that meets the common vision we have as a multiethnic, sovereign state of the Democratic<56>
