The shells are expected to reach the front lines within the next year: supplies are increasingly critical for a long period of erosion on front lines.
Both Russia and Ukraine are firing thousands of rockets a day and Kiev has identified 155mm missiles as a critical need.
German Defence Minister said they will sign the agreement today.
