One more day for the governor's election

The latest review had occurred at the end of February, where it was decided that the BEC Board's report should be met with data, including the legal option and scores of all candidates. On the list of candidates sent by the CEC panel, opposition party deputies have had criticism as to how the governor's selection process has gone.

In this case, four candidates according to the Board are in the race to be elected at the helm of the CEC. Those aiming at this position are Ahmet Ismaili, Shknjaje Himaj, Nedzat Kryeziu and Lulzim Ismajli.

According to the announcement that was made by the CEC, the new governor's appointment will be for a five-year term starting on March 29th 2023.

The chairman of the BEC Board, the Bashkim Nuboro in this Commission, has said the selection process has been monitored by the British Embassy.

“For the position in question has applied a total of 17 candidates, after CV estimates, a total of 14 candidates have been invited for interviews, and the project has been found that the same candidates, the 14, meet the conditions for interview. Candidates who were not invited to interview have been informed that they were not included on the interview list. The questions have been unique to all candidates with real appreciation in the function of the principle of equality, which all candidates have been notified about. And immediately after the end of the interview, each candidate, the panel has made the candidate's assessment, giving the scores for each field”, Norboro stressed.

Under the Law for the Central Bank of Kosovo, the governor as chief executive of this institution is part of the Board and chairman of the Executive Board. Article 38 of this Law also defines the way her boss is appointed.

At the point 1 of this article reportedly the governor and the non-executive members of the BEC Board are appointed for a five-year term, while the point of two of this article says that whenever the vacuum appears, there will be a selective panel that has the competency to examine all candidates made up of other members of the BQ's Board and the governor, where neither of them requires re-rejectation.

But ultimately the competencies for the governor's selection belong to the Kosovo Assembly.

If the first CEC is not named until the previous date, then the governor's post is taken by the Board, by its chairman, respectively.

“In the event of extraordinary circumstances and if all members of the Executive Board are missing or unable to act, the governor's post will be taken temporarily by the chairman of the Central Bank Board. The two non-executive members of the BEC Board, which are the longest in such positions as and available, will temporarily receive deputy governors' positions”, the 46th Article of the BEC Law points out.

The highest financial institution in the country is currently led by Mehmet. The last one expires his mandate on March 29th and was appointed on 2018.
