He has indicated that one of the key elements of the agreement is that the obligations of both sides are part of the European integration process.
Hill stressed that it has become clear that forming the Association of Serb-run municipalities is urgent and important, saying it is an obligation that was accepted 10 years ago by Kosovo, Serbia and the EU.
“From the Serbian public's point of view, it is very important that international organisations, such as the EU, have an agreement that they should stick to and ensure its implementation”, Hill said, adding that “Association is important to offer the Serb community in Kosovo with much security and future”.
Hill later indicated that during his diplomatic career, he has been involved in negotiations that have led to unsigned agreements, such as the latter between Kosovo and Serbia.
I was involved in many negotiations where there was no signature at the end of the process. I know there's a lot of discussions about this, but I don't think it really matters. The real question is to continue with implementation, and this will be interesting to see in the coming weeks and months”, Hill said.
Asked about Serbian President Aleksandar Vucic's statement that he will implement the annex of the European proposal by the red line, Hill replied that Vuciq has clearly said what he can and cannot accept.
Instead of talking about red lines, we should focus on the fact that he was very clear with the EU what he could do, as well as when, which I think is good. I think it should be done on the part of Kosovo”, Hill said.
