Borrell announces EU ministers on Ohrid summit results

At this meeting, which took place on March 18th under the European Union's mediation, the parties reached reconciliation on the annex for implementation of the Agreement towards normalisation of reports.

This agreement, or as it is also known as the European proposal, Kosovo and Serbia agreed on February 27th, during the run of talks held in Brussels.

We had long discussions and finally agreements which would be considered an integral part of European travel for both sides. It will become part of chapter 35 of membership negotiations with the EU for Serbia and part of the documents and requirements for normalisation for Kosovo. We will now monitor the implementation for the long term. Both sides have indicated they want to implement it and let us see how they will do this”, Borrell said on March 20th, before the start of the EU Council of Foreign Ministers meeting.

For the North Macedonia Ohrid summit and plans to ensure implementation of what the parties agreed on, Borrell will also speak at the EU summit, held in Brussels on 23 March and 24 March.

EU diplomacy chief Josep Borrell has declared that the European bloc will make a decision to implement the agreement and annex and to participate in the EU negotiating framework for membership negotiations with Serbia. As for Kosovo, implementation will be part of the Commission for normalisation.

One of the annex points sets implementation as a condition for the progress of Kosovo and Serbia in the EU integration process and talks about the consequences if there is no implementation.

The agreement towards normalisation of reports, which has 11 articles, does not specifically mention mutual recognition. However, the document requires both countries to accept each other's documents and symbols, including passports, diplomas and license plates.

This agreement also requires, from the parties to implement all agreements reached so far in the dialogue on normalising relations, including that of forming the majority Serb municipalities in Kosovo, which the government in Pristina has so far rejected, with the argument that it could jeopardise the functionality of the state.
