At a media conference after the EU foreign ministers' meeting, Borrell has said this agreement creates a new status quo.

“I have announced the ministers for the agreement reached in Ohrid between Kosovo and Serbia. It's a big achievement in the normalisation process between them. Creates a new status quo in dialogue. We will no longer be able to manage crises, I hope, but in implementing agreements reached on February 27th. These agreements came into effect with the statement I issued. There was no signature for legal reasons, but both sides agreed that my statement is commitment on their part to fully fulfil the obligations that come out of this agreement and the annex of implementation”, Borrell said, as he added that “would submit the implementation of the” agreements.

As asked about statements by Serbia's president, Aleksandar Vuciq, that he will not meet those projections that “file national interests”, Borrell has said all obligations must be fulfilled.

The “Agreements must be met, with a specific calendar. The calendar requires that each side do its part. You don't start building houses from the roof, but from the most urgent things. The most urgent things first, some are very urgent”. The “I said very clearly in the annex, it is said that Kosovo is committed immediately to creating the Association of Serb majority municipalities. There are some commitments that will be closely monitored by how the sides meet. All are integral parts of what has been achieved”.
