Molliqaj in a Facebook post says the fact that visa removal has been delayed is that this process is related to dialogue with Serbia.

The EU Council of Ministers' decision on visa liberalisation is good news for the Republic of Kosovo.
For a very long time, Kosovo has been treated unjustly with the visa regime. We have remained the only country in Europe whose citizens cannot move freely to the Schengen area. This has one reason: the association of liberalisation with politics in Kosovo, especially dialogue with Serbia. This injustice was unprecedented and therefore delayed decisions that would have to be made long ago.
Whatever the case, the Council of Ministers' decision today welcomes the hope that other necessary processes and procedures will be quickly completed.
